This toolkit is organized in three phases to parse the complexity into manageable steps.

Phase 1

Assess

In this phase, institutions identify which values they already hold, how those values are present or emerging in their procurement practices, and how food is currently purchased in their institution. This information builds the foundation for implementing values-based purchasing.

Phase 2

Prepare

In this phase, institutions identify the critical building blocks needed for implementing values-based purchasing, including establishing purchasing guidelines, identifying vendors, staffing teams, securing funding, and making public commitments.

Phase 3

Implement

In this phase, institutions operationalize values-based purchasing practices, including drafting requests for proposals (RFPs), contracts, and purchasing commitments.
